Summary

• disable Renovate's periodic lockfile maintenance locally
• prevent empty maintenance PRs when pr/mise regenerates mise.lock
• preserve the remaining settings inherited from config:best-practices

PR #72 demonstrated the conflict: Renovate changed only mise.lock, then the pr/mise workflow regenerated it and reversed the change.
