Summary

cargo deny check advisories was failing on four advisories:

Advisory Crate Fix
RUSTSEC-2026-0258 (empty DATA frames queued without limit) h2 0.4.14 → 0.4.20
RUSTSEC-2026-0285 (TLS 1.3 messages accepted across encryption levels) rustls 0.23.40 → 0.23.45
RUSTSEC-2026-0190 (downcast_mut unsoundness; not called here) anyhow 1.0.102 → 1.0.104
RUSTSEC-2025-0134 (unmaintained) rustls-pemfile replaced by rustls_pki_types::pem::PemObject

rustls-pemfile 2.2 was a thin wrapper over the same rustls_pki_types::pem parser, so the cert/key loaders accept the same PEM sections and key types (PKCS#1, SEC1, PKCS#8; first key wins). Only some error text differs.

Also adds deny.toml (advisories incl. unmaintained/yanked, license allow-list, crates.io only) and a lint CI job running cargo fmt --check and cargo-deny-action. The image job now needs lint, so a newly published advisory blocks image publishing until it's fixed or ignored in deny.toml with a reason.

Replace unmaintained rustls-pemfile with rustls-pki-types PemObject.
Add deny.toml and a cargo-deny/fmt CI gate before image publish.
