Update README and roadmap for what actually exists; bump to 0.3.0 - #11

Six features landed since the last time these were true: API credentials, SSH keys, custom fields, tags, archive, and the missing-two-factor check. The correction that mattered most was a claim that had quietly inverted. The README still said "No end-to-end tests. All tests run against the code, never against a browser" and named it the project's real gap. That stopped being true several merges ago — there are 43 end-to-end tests driving a real Chromium, and the suite found a live bug in the trust boundary on its first run. A README that undersells is as inaccurate as one that oversells, and on a public repository it is a stranger's first impression either way. The "still missing" list now points at the two design documents rather than implying nothing has been thought about: sync and Travel Mode are written up and deliberately unbuilt, with the reasons given. The roadmap's to-do list was still offering work that had shipped. It now leads with sync, and says why Travel Mode waits for it. Version bumped to 0.3.0, since the released 0.2.0 predates all of the above.

The still missing list now links the two design documents rather than implying nothing has been thought about — sync and Travel Mode are written up and deliberately unbuilt, with reasons.
