Build and publish the runner image to GitHub Container Registry so the existing ready-image Compose configuration can pull it without building locally.
The workflow uses GitHub-hosted Linux runners and the Dockerfile defaults to build linux/amd64 images. Pushes to main publish latest and a full commit SHA tag; v* release tags publish their exact tag and a commit tag. Pull requests validate the build without publishing. Manual runs publish only from main or v* tags.
The image name is derived from github.repository. Publication uses the automatic GITHUB_TOKEN with packages: write, and actions are pinned to commit SHAs. Docker build cache is retained through GitHub Actions. README documents the triggers, architecture, and the required one-time change of the GHCR package visibility to Public for anonymous pulls.
Validation: actionlint passed; git diff --check passed. The Dockerfile was previously built successfully on Docker Desktop. The new GitHub Actions build runs on this PR; registry publication happens after merging to main or pushing a release tag.
