Add the v0.4.0 release notes covering changes since v0.3.0: scoped keys and Platform roles, company SSO, runtime CLI, model defaults and transcription, context reliability, and workspace improvements.
The upgrade section calls out rewritten runtime migrations and the lack of an automatic v0.3.0 state conversion, executable/SDK renames, API and CLI changes, retired model environment variables, raw-audio admission changes, and compaction defaults. These notes will become the annotated v0.4.0 tag message used by release publication.
Validation: reviewed against merged PRs, migration diffs, release metadata, and the current upgrade guide; release metadata verification and
git diff --checkpassed.
