Expiry and capacity cleanup currently counts and deletes cookies belonging to other appId and inBrowserElement scopes in a shared database, despite normal reads, writes, and clear being scoped. Bind the configured scope in every cleanup query.
Verification: three-scope disposable database model passes; full suite 144 tests / 2,870 assertions, zero failures/errors. This should follow #100 because both touch cleanup. Source-only patch; no tests included.
