Picklistitems subview in schema config not appearing

Describe the bug
After refreshing the page or creating a new picklist, the picklistitems subview in the default New Picklist form does not appear.

In 7.9.5 and earlier versions, the subview would not appear until the user input something in the Type field. In 7.9.6, the Type field defaults to User Defined Items, so the picklistitems subview will appear as it should most of the time. The issue is likely related to whatever caused this change.

To Reproduce
Steps to reproduce the behavior:

1. Go to Schema Config
2. Pick a table and a field
3. Under Field Format, click the 'add' button next to Pick List
4. See that the Type field defaults to User Defined Items and the picklistitems does not appear on the form.
5. Click 'Cancel,' then 'Leave'
6. Click 'Add' again, and see that the subview appears
7. Fill in required fields and save your new picklist
8. Click 'Add' again, and see that the subview does not appear

Expected behavior
The picklistitems subview should appear if there is a value in the Type field.

Still in edge (7.9.6.2) and current production branch for v7.9.9 milestone

This makes the pick list creation process more confusing for users; is inconsistent with documentation, but also, the behavior itself isn't consistent, so adjusting documentation is inadequate.

Especially since the vast majority of pick lists are created through schema config (is only way through UI; otherwise you need to have specifycloud.org/specify/view/picklist/new/ URL, or use "open in new tab" function available only on already saved pick lists to open standalone form), this issue is rather consequential for the ability of users to understand this function, which is already often asked about to support.
