The issue step of publish reads has_issues of the repository when a package failed. When GitHub answers false, it prints a notice and exits 0: in a fork with Issues turned off, gh issue list exits 1 with the '<owner>/<repo>' repository has disabled issues, and the job failed after the push and the README commit. Any other answer goes on as before, and a failed read or list still fails the step.

docs/SETUP.md names the 60-day rule for scheduled workflows of public repositories and the squash merge that CI_IMAGE_AUTO_MERGE needs. docs/WORKFLOW.md 5.6 describes the notice.

The issue step reads has_issues and gives a notice when it is false.
