fix(stacks): Let the Forgejo runner take four jobs on three CPUs - #944
On a Nexus-Conductor class, every student's lifecycle job runs on the Conductor-Stack's Forgejo runner. At capacity: 2, a class-wide morning spin-up for twenty students needs ten rounds of roughly 15 minutes.
runner.capacity: 2 → 4 in stacks/forgejo-runner/runner-config.yml. The other services are protected by the forgejo-dind ceiling, which every job container shares, not by the job count. The old comment justified 2 with "a cx43 with 40+ other containers", which that ceiling already covers.
forgejo-dindcpus: 2.0 → 3.0. With four jobs sharing the ceiling, two CPUs only make each job slower. Measured on the Conductor-Stack (cpx32, 4 vCPU) on 2026-10-29 during a deploy:
load average 1.5;
5.3 GB RAM available;
the other services together used about 0.4 cores.
Three CPUs still leave one core to them while every job is busy.
Tradeoff: Docker refuses a CPU limit above the host's count (range of CPUs is from 0.01 to N, checked locally). A host with fewer than three vCPUs can no longer start forgejo-dind. Every default server type has at least four.
Docs: docs/stacks/forgejo-runner.md and the compose comment.
Local review
Two CodeRabbit CLI rounds, one per commit:
0504959d (capacity): 0 findings.
a2b605b0 (CPUs): 1 finding, dismissed. It asked to apply 3 CPUs only on hosts with at least 4 vCPUs. Hetzner sells no 3-vCPU type, so "at least 3" is "at least 4" in practice, and on 2 vCPUs the start fails loudly, as the comment says.
That second commit's round was accidentally started twice. The second output was discarded unread.
Not yet verified
Four parallel jobs inside the 4 GB / 3 CPU ceiling have not run yet. Neither has whether a spin-up stays under the runner's timeout: 30m when it shares the CPUs.
How to test
Merge and release.
On the Conductor-Stack, run Ops: Update from Upstream, then Spin Up.
Dispatch three or four lifecycle runs at once, for example spin-ups for several test users of one class.
Watch them run in parallel. On the server, docker stats forgejo-dind should stay under 4 GB.
Summary by Sourcery
Increase Forgejo runner throughput for classroom workloads while reserving host resources for other services.
Bug Fixes:
Increase Forgejo runner concurrency to four jobs so class-wide student lifecycle operations complete in fewer rounds.
Enhancements:
Increase the Forgejo job container CPU ceiling to three CPUs while retaining the 4 GB memory limit and documenting host CPU requirements and resource isolation.
Documentation:
Update Forgejo runner documentation and configuration comments to explain the revised concurrency, CPU ceiling, and host requirements.
Summary by CodeRabbit
Updates
Increased the Forgejo runner’s job capacity from two to four concurrent jobs.
Set the runner’s CPU limit to three cores while retaining its 4 GB memory limit.
Clarified that these resource limits are shared across job containers and that hosts with fewer than three CPU cores cannot start the runner.
A Conductor class runs one lifecycle job per student on this runner.
At capacity 2, a class-wide morning spin-up for twenty students needs
ten rounds of ~15 minutes.
What protects the other services from CI is forgejo-dind's
mem_limit 4g / cpus 2.0, which every job container shares; the job
count only decides how many jobs queue inside that budget. The old
comment justified 2 with a cx43 of 40+ containers, which the
ceiling already covers.
With four jobs sharing the dind ceiling, two CPUs make each job
slower without protecting anything the third would not: the other
services on the Conductor-Stack (cpx32, 4 vCPU) used about 0.4 cores
together on 2026-10-29. Three leaves at least one core to them while
every job is busy.
Docker refuses a CPU limit above the host's count, so a host with
fewer than three vCPUs can no longer start forgejo-dind. Every
default server type has at least four.

Walkthrough
The Forgejo runner capacity increases from two jobs to four. The daemon CPU limit increases from 2.0 to 3.0, while its memory limit remains 4 GB. Configuration comments and documentation describe shared resource use and the host CPU requirement.
Changes: Forgejo runner capacity and resource limits

Summary
Configure and document runner capacity stacks/forgejo-runner/runner-config.yml, stacks/forgejo-runner/docker-compose.yml, docs/stacks/forgejo-runner.md
The runner capacity changes to four jobs, and the daemon CPU limit changes to three CPUs. The Compose comments and documentation describe the 4 GB memory limit, aggregate resource use, and the minimum host CPU count.
Clarify that the promised spare CPU requires at least four vCPUs. The configuration can otherwise merge with that bounded correction.

The PR configures the Forgejo runner to execute up to four concurrent lifecycle jobs and gives their shared DinD environment three CPUs within the existing 4 GB memory ceiling. Comments and documentation explain the workload rationale, host-resource tradeoff, and minimum CPU requirement; concurrency behavior and timeout performance still require validation.

Increase Forgejo runner concurrency while preserving host protection through aggregate container resource limits.
Raise runner capacity from two to four jobs to reduce serialized class spin-ups.
Increase the Forgejo DinD aggregate CPU ceiling from 2.0 to 3.0 while retaining the 4 GB memory limit.
Document that the DinD ceiling, rather than job count, protects other services and that hosts with fewer than three vCPUs cannot start the container.

Three CPUs for forgejo-dind leave a core to the other services only
where the host has at least four; a three-vCPU host would have none
left. Addresses review comment 4413815576.
