Bumps CURRENT_LEDGER_PROTOCOL_VERSION to 30 and adds V_31 for vnext. p30 is no longer work-in-progress: it is built unconditionally, becomes soroban_curr, and gets --features=next in vnext builds so it reports 31 (routed to p30_cache). CAP-0084 stays gated in C++, so the identity check is commented out because the p30 host always builds its XDR withcap_0084_muxed_contract.
