The Tier1 refresh to 10 orgs added 12 keys to tier1keys.json that do not exist in the 2024-08-01 survey the tests were still pinned to, so FullPubnetCoreSets dropped them and failed. Point the tests at the same data file the Jenkinsfiles use, and realign the assertions: validator.stellar.expert is gone from the new survey, and SatoshiPay is no longer Tier1.
