缓议裁决(2026-10-26):等 2-4 轮真发现轮积累 PROPOSE 候选行后再立项——分诊助理的输入材料是真实候选行,管线刚上线,现在做=空转设计。北星两腿(discover_conversion+exclusivity_distribution)已随 PR #218 上线,不阻塞任何观测。
