Add a shared bounded requirement evaluator and a read-only workspace API over current inventory. Device and account cards explain whether selected recorded conditions match, fail or remain unknown, without granting authority or executing an operation.
Preserve partial equipment knowledge, conflicting sources, evidence validity and field visibility. Return stable semantic condition keys and permitted resolution inputs without storing evaluation history.
Reuse dependency caches in CI and build default-feature runtime binaries with a consistent workspace selection. Use line-table debug information and disable incremental artifacts to reduce disk use while preserving source-line backtraces. Keep all existing checks and the 1 GiB database reserve.
Testing
All 17 focused requirement tests pass, including restricted dependencies, unfinished unselected groups and expired observations.
A freshly built server passes the Chromium device and provider-account journey at desktop and phone sizes, including unchanged workspace revisions.
Generation, type checking, UI and server builds, store Clippy, formatting and a genuine no_std target check pass on macOS.
Workflow syntax, shell syntax and workflow security checks pass.
The full Linux/macOS/Windows and CodeQL matrix remains in GitHub CI for the new head.

Summary
Summary by CodeRabbit
New Features
Added requirement checks for assets using accepted configuration facts or dated observations.
See whether conditions are satisfied, failed, or unknown, with available evidence and explanations.
Check numeric equipment requirements with units, or evaluate delegation capability.
Checks are read-only and do not authorize operations or save results.
Documentation
Added guidance on interpreting requirement checks, evidence limitations, and access-restricted results.
This change adds a bounded, read-only requirement-evaluation API and shared evaluation logic. The disk-backed workspace evaluates selected requirements against permitted facts and returns decisions with evidence and resolutions. A new workspace panel submits checks and displays the results.

Summary
Evaluation API and input bounds proto/omloom/v1/workspace.proto, crates/omloom-contracts/build.rs, crates/omloom-contracts/src/preflight.rs, crates/omloom-contracts/tests/workspace.rs
The protobuf schema adds requirement-evaluation requests and results. Preflight assigns limits to requirement nodes and group members, counts packed repeated values individually, and tests limit enforcement.
Shared claim and graph evaluation crates/omloom-store/src/requirements.rs, crates/omloom-store/src/requirements/knowledge.rs, crates/omloom-store/src/requirements/tests.rs, crates/omloom-store/src/lib.rs
The shared evaluator adds evidence and profile checks, bounded graph traversal and group aggregation, and comparisons for known values, quantities, and alternatives. Unit tests cover evaluation outcomes and limits.
Workspace dispatch routes evaluation requests to the disk-backed evaluator. It validates the selected graph, reads permitted facts and freshness data, and returns decisions with evidence, semantic keys, and resolutions. Integration tests cover access restrictions, conflicts, limits, and read-only behavior.
The application adds a requirement-check panel for focused devices and provider accounts. The panel submits checks and displays results. Documentation and browser tests cover the evaluation and its read-only behavior.

The requirement checks retain narrow validation and guidance issues: unused malformed groups can reject a check, and suggested next steps may not apply. These warrant correction or explicit follow-up, but the established impact is bounded and does not indicate unsafe execution or data loss.

Explanation
All changed areas connect to #36 or support it:
proto/omloom/v1/workspace.proto: adds the read-only EvaluateRequirements request and the RequirementEvaluation reply. This is the API that #36 requests.
crates/omloom-store/src/requirements.rs and requirements/knowledge.rs: the shared evaluator and claim comparison that #36 requires.
crates/omloom-store/src/disk/workspace/requirements.rs and disk/workspace.rs: the disk-backed read-only implementation and dispatch.
crates/omloom-store/src/lib.rs: exports the requirements module. The unconditional alloc import supports the no_std check named in the PR description and the shared evaluator.
crates/omloom-contracts/build.rs and src/preflight.rs: set max_count on the request node and group member fields. Packed repeated-varint counting supports the bounded and hostile input validation that #36 requires. Packed varints are a general decoder path, so any existing message with a configured max_count is affected by this change. This is a side effect, not an unrelated change.
web/app/App.vue and web/app/RequirementsPanel.vue, and docs/inventory.md and README.md: the UI and documentation for the read-only check that #36 requests.
No change adds an authorization engine, scheduler, provider effect, or question store. No change adds evaluation snapshots or history.

Explanation
Direct link: #36 (open). No repository inspection was available in this run, so this verdict rests on the PR summary and the supplied objectives.
Evidenced from the summary:
[#36] Typed all, any, and at-least groups. requirements.rs aggregates All, Any, AtLeast, and Majority. It handles incomplete or unqualified membership, learner and unknown roles, and conflicting duplicate subjects. Tests cover group evaluation and distinct voters.
[#36] Equipment ranges, exact references, exclusions, and exhaustive alternatives. knowledge.rs compares claims with bounded alternatives and exclusions. consistent() reports conflicts. Tests cover alternative and quantity claims.
[#36] Evidence binding. Subject carries namespace, resource, incarnation, and network. fact() validates scope, vantage, qualification, origin, timestamps, and interval coverage. Stale or invalid evidence yields Unknown.
[#36] Non-disclosing explanations. Reason values cover missing, restricted, and unknown outcomes. Workspace tests cover restricted and unknown results without exposing denied dependencies. Account owner-only actions are covered.
[#36] Read-only API and UI. workspace_requirements is read-only. Tests check no writes, bounded evidence-query counts, and unchanged revisions. The Playwright spec covers desktop and phone widths.
[#36] Stable semantic keys and permitted resolutions. Keys are normalized, and group keys derive from sorted child keys. Unsatisfied results carry resolutions.
Not evidenced from the summary:
[#36] Technical-control and lifecycle prerequisites share the evaluator. The summary does not show that console access is kept separate from OS control, or that graceful actions are kept separate from forced actions. It also does not show that hosting constraints and administrative inheritance stay independent.
[#36] Predicted-state and concurrent-intent inputs appear in the resolution inputs. The summary does not show these inputs in the proto or the result types.
Generated TypeScript in web/src/generated/omloom/v1/workspace.ts is excluded by the rule !/generated/. The generated-contract check and the UI type check depend on that file, so they cannot be confirmed from reviewable evidence.
Resolution
Provide focused evidence for the following:
The lifecycle and technical-control prerequisite code or tests. Show that console access, OS control, graceful actions, and forced actions produce distinct requirement outcomes. Show that hosting constraints and administrative inheritance are evaluated independently.
The predicted-state and concurrent-intent inputs in workspace.proto or the requirement types, with the code path that accepts them.
Confirmation that the generated-contract check for the excluded generated TypeScript file passes. This needs the generation output or CI result, because the file is in the ignored set.

Add a missing-target case to the denied-dependency test.
The test covers only the existing, denied target. It does not exercise the separate missing-target branch, so a regression in that mapping could pass. Add a nonexistent-target case and assert Unknown with Restricted.

Add provider-account coverage to the requirements browser test.
web/app/App.vue:380 mounts RequirementsPanel for DEVICE and PROVIDER_ACCOUNT, but web/browser/inventory.spec.mjs:52-102 creates the default DEVICE resource and writes only device fields. Add a provider-account journey that submits and asserts a requirement check. This is a coverage improvement, not a current production failure.

The browser test already queries page.revision before each RPC, so expose that value and compare it before and after the requirement checks. The device revision assertion does not cover workspace-level changes.

Preserve default and all-feature checks while running examples from explicit workspace builds. Keep backtrace line information, disable incremental artifacts, and retain only reusable dependency outputs for CI caching.
Return the same restricted requirement result for protected, missing and mismatched dependency identities. Cover all three cases without inventory writes.
Validate selected groups before loading evidence while retaining global representation limits. Add core and disk-backed regressions for unfinished alternative methods.
Do not suggest an inventory edit as a remedy for missing or stale observations. Extend the expired-observation regression to verify the advertised resolution.
Explain that the account action needs a visible managed resource. Cover provider-account requirement checks and unchanged workspace revisions in desktop and phone browser journeys.
@coderabbitai The three additional coverage findings are addressed: disk-backed queries now check missing and mismatched-incarnation targets; the browser journey covers provider accounts; and both device and account checks assert an unchanged workspace revision. The 17 focused requirements tests and the desktop/phone browser journey pass.
