Validate position-date matching after the migration rewrite #464

ideally this should have been it's own separate PR such that we can really validate that the results we are getting are consistent, I am also ok letting this part go in and coming back to it later on

sp_execute_data_migration now builds migration_position_match and updates data_time_series, data_histogram_bin_data, and data_profile from it (around line 1390 of services/postgis/tagbase_schema.sql). The old form was three correlated UPDATEs. Confirm the new match returns the same position_date_time values. The same SQL is copied in services/postgis/tagbase_schema_tables.sql.
