ci: drop unused command input from release-please-action - #51

v5 removed the command input entirely (manifest mode, reading release-please-config.json + .release-please-manifest.json, is now the action's only behavior) — command: manifest was logging an 'Unexpected input(s)' warning on every run with no effect.
