Agents lacked a shared workflow for controlling physical devices through Device Hub when build tooling did not expose touch interaction. Add Guidelines/Xcode/DeviceInteraction.md with tool and skill discovery, signed builds, screenshot/hierarchy targeting, keyboard diagnostics, simulator coordination, evidence interpretation, and cleanup.

Link the guide from Xcode MCP, Development, the catalog, and the consumer template. Include all 0.0.39 version metadata in this PR. WortJagd will adopt the immutable release in a separate dependent PR; its device and CI constraints remain consumer-owned.

Validation:

• Tests/run_tests.swift: 38 tests passed.
• Scripts/validate_guidelines.swift: 21 guidelines validated for 0.0.39.
• Markdown wrapping checker: all six changed Markdown files passed.
• git diff --check: passed.
• Completion audit: scope, references, release metadata, privacy, documentation drift, and ignore-pattern parity checked; no String Catalog, runtime source, dependency, or build-setting changes.
• Current Apple documentation and installed devicectl help checked. The prior authorized physical-device investigation supports the observed keyboard and compact-window notes; no new device session was needed for this documentation change.
