Include all post-0.18.2 changes in this release
Creating the 0.19.0 boundary here leaves shipped changes outside the release notes: the workspace-context fix from f92c279 remains attributed to 0.18.2 at CHANGELOG.md:143-152, despite landing afterward, and the three intervening version-pin refreshes are not represented at all. The repository release convention requires generating the changelog from the non-merge commit range, so the published notes misattribute a user-visible fix and conceal substantial CLI movements such as cctrace 0.25.1→0.40.0 and grok 0.2.114→1.0.3; move or add those entries before tagging.
