Release v1.7.0.

Promotes the accumulated [Unreleased] changes and bumps the version in all four spots (pyproject.toml, nsc/_version.py, uv.lock, CHANGELOG).

Included

No user-facing CLI or behavior changes. Minor bump per SemVer (new dependency + perf, non-breaking).

After merge: tag v1.7.0 on main HEAD → release.yml publishes to PyPI (OIDC) and creates the GitHub Release.
