Closes #66.

SPECIFICATION.md. Every section of it has moved: the language onto the pages ofBELOCH.md, the output contract intoFOLD.md, the mechanics worth stating intoKERNEL.md, the grammar onto the grammar page, and the appendix of deferred features into issues (#263 to #266, beside the ones that existed). The id links to it in three decision records point at the page that holds the content now, and two notes name the file as the history they describe. The reference README,CLAUDE.mdand the model's opening drop their sentences on the file, the grammar register reads the grammar page alone, and the prose lint and the id-link check no longer exclude it.check-allpasses, the site build included.
