Drop gdal from the e2e heads install - #237

oq-wrapper's master now needs openquake-engine >= 3.27, which depends on the gdal Python bindings. They have no Linux wheels, so the heads lane failed building gdal from source. Only openquake.sep imports them, so override gdal away as oq-wrapper's own pyproject.toml does. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Fixes the nightly heads lane of the E2E smoke test (#232, e.g. https://github.com/ucgmsim/workflow/actions/runs/40200711033).
oq-wrapper's master now depends on openquake-engine >= 3.27, which depends on the
gdalPython bindings. There are no Linux wheels for them, so the heads install failed trying to build gdal from source (Could not find gdal-config). Onlyopenquake.sepimports gdal, so the heads install now passes--overrideswithgdal; sys_platform == 'never', the same override oq-wrapper's ownpyproject.tomluses (uv doesn't carry it over from dependencies).A
