Point vulnerability reports at security@vantio.ai or a private advisory. Refresh CONTRIBUTING so CLI and SDK installs follow current npm and PyPI releases instead of the 0.3.2 and 3.0.2 pins.

Adds a short SECURITY.md for vantio-open-core. Reports go to security@vantio.ai or a private GitHub Security Advisory. The file follows the organization policy for public Optics surfaces.
Refreshes CONTRIBUTING.md so CLI and SDK installs point at the current npm and PyPI releases. The stale 0.3.2 and 3.0.2 pins are gone. Ring-3 limits stay.
