docs: remove blanket README MIT claim without root LICENSE - #136

The license section said the repository was MIT while no root LICENSE file is published. Point at the published package manifests and package-level LICENSE files, and state that a root LICENSE is not published.
docs/governance/llms-full.txt is generated from README.md. The documentation release check requires that snapshot to match. This commit is the same sentence the README now uses, written by docs/scripts/render-llms-full.mjs.
