build(deps): support pydantic-ai 2.63 and latest LangChain stack - #75

Raise the Pydantic AI ceiling to 2.63.0 and Harness to 0.63.0, extend the CI compatibility matrix through 2.63.0, and move the LangChain baseline to langchain 1.4.7, langgraph 1.2.18, and deepagents 0.7.32. Relock dependencies. Tests: OpenAI compaction fake now exposes ctx.messages, the Harness capability test is skipped when the installed Pydantic AI does not match Harness' pin, and legacy RetryPromptPart events are typed explicitly. Pydantic AI 2.63 deprecates
RetryPromptPartin favour ofToolReturnPart(outcome='retried')andRetryFeedbackPart.
