[#951] Improve the downloads page GPG signature link targeting - #957

Move the GPG key anchors to the top of the signer's block on the contributors PGP page, so the signer's name is visible when following a key link from the downloads page. Offset anchor targets by the measured height of the sticky navigation bar using scroll-padding-top. Signed-off-by: Radoslav Husar <rhusar@ibm.com>
