Purpose

Describe the problems, issues, or needs driving this feature/fix and include links to related issues in the following format: Resolves issue1, issue2, etc.

Secondary user store configurations can only be kept as XML files, under repository/deployment/server/userstores/ for the super tenant and repository/tenants/<id>/userstores/ for every other tenant. That ties the configuration to a node's file system, which does not suit a deployment where nodes are replaceable and share a database.

No tracker issue has been raised for this yet.

Goals

Describe the solutions that this feature/fix will introduce to resolve the problems described above

Allow a secondary user store configuration to live in the shared database instead of on disk, and make a configuration stored that way reach a tenant's realm by the same route a file does.

Approach

Describe how you are implementing the solutions. Include an animated GIF or screenshot if the change affects the UI (email documentation@wso2.com to review all UI text). Include a link to a Markdown file or Google doc if the feature write-up is too long to paste here.

Two parts.

The table. UM_SECONDARY_USER_STORE is added to all nine dialect scripts under distribution/kernel/carbon-home/dbscripts/. It belongs here rather than in a product because a product takes its shared database scripts straight from the kernel distribution — product-is copies target/wso2carbon-core-${carbon.kernel.version}/dbscripts verbatim in its assembly — so this is the only place a shared database table can be declared. UM_DOMAIN_NAME + UM_TENANT_ID is the real key; UM_ID is a generated identifier kept to match the writer.

Reading it. JDBCTenantManager.setSecondaryUserStoreConfig() already scans a tenant's userstores directory while the tenant's realm configuration is being built, and that scan — not the deployment engine — is what makes a file based secondary user store resolvable for a tenant. The new setSecondaryUserStoreConfigFromDatabase() appends the table's rows to the same chain immediately after it, so a configuration held in the database arrives by the identical route. A row carries no tenant of its own the way a file in a tenant directory does, so the tenant id is set on the realm configuration explicitly.

The read is unconditional and deliberately lenient: a deployment that keeps every configuration on the file system simply has an empty table, and a database that has not had the new script applied is skipped at debug level, so tenant loading never fails because the table is absent.

User stories

Summary of user stories addressed by this change>

As an administrator of a clustered or containerised deployment, I want a tenant's secondary user stores to be read from the shared database, so that a node joining the cluster serves them without any file being copied onto it.

Developer Checklist (Mandatory)

  • Complete the Developer Checklist in the related product-is issue to track any behavioral change or migration impact.

Not done — no product-is issue has been raised for this change yet. Worth noting for the reviewer that there is migration impact: see Migrations below.

Release note

Brief description of the new feature or bug fix as it will appear in the release notes

Secondary user store configurations can now be stored in the shared database, in the new UM_SECONDARY_USER_STORE table, instead of as XML files in each tenant's userstores directory.

Documentation

Not written yet. There is doc impact: the new table has to appear in the shared database schema reference, and the product level switch that selects this repository needs documenting alongside it.

Certification questions/answers should be sent to certification@wso2.com and NOT pasted in this PR. If there is no impact on certification exams, type "N/A" and explain why.

N/A — an internal persistence option with no change to any administrator facing concept.

Automation tests

  • Unit tests

    Code coverage information

None added. JDBCTenantManager has no existing test class, and the new code is a JDBC read feeding UserStoreConfigXMLProcessor, so a meaningful test needs a seeded database rather than a mock. Happy to add one if the reviewer wants it.

  • Integration tests

Details about the test cases and coverage

None added. Verified manually instead — see Test environment.

Security checks

The stored configuration is the same document that is written to disk today, so the existing secret handling applies unchanged: UserStoreConfigXMLProcessor.setSecretResolver() is applied to it exactly as it is for a file.

The writer lives in carbon-identity-framework and is the other half of this change; its PR is linked in a comment below. This PR is the dependency — the framework side cannot resolve a tenant's database held user store without it.

Migrations (if applicable)

Describe migration steps and platforms on which migration has been tested

The new table must be created in the shared database before the feature is switched on. Existing deployments are unaffected until then: the table is empty, the directory scan is untouched, and an absent table is skipped.

Configurations already on disk are not migrated by this PR. A deployment that switches over keeps serving them from the file system, so nothing breaks, but they stay on disk. Migration is being handled separately.

Test environment

List all JDK versions, operating systems, databases, and browser/versions on which this feature/fix was tested

  • Built with JDK 11; the server it was verified on runs JDK 21 (Temurin).
  • macOS 15 (arm64).
  • H2, against a WSO2 Identity Server 7.4.0-SNAPSHOT pack with these classes swapped in.

Verified against a tenant: a user store configuration written to UM_SECONDARY_USER_STORE for that tenant is resolvable for user operations after a restart, with no XML file present anywhere. The same tenant's existing file based store continued to work alongside it, and a run with the feature switched off showed the original behaviour intact.

Learning

Describe the research phase and any blog posts, patterns, libraries, or add-ons you used to solve the problem.

The non-obvious part was that the super tenant and tenants load secondary user stores by two different mechanisms. The super tenant goes through the Carbon deployment engine and UserStoreConfigurationDeployer, registered for the userstores directory in META-INF/component.xml. A tenant does not — JDBCTenantManager.setSecondaryUserStoreConfig() chains the directory's contents while the realm configuration is built, before any user store manager exists. An OSGi listener on tenant load is not equivalent, because a tenant's Axis2 configuration context is never created on a purely REST driven path, which is how the management and SCIM APIs reach a tenant.

Secondary user store configurations can now be kept in the database
instead of as XML files under a tenant's userstores directory. The
table belongs here because a product takes its shared database scripts
straight from the kernel distribution, so this is the only place a
shared database table can be declared.

JDBCTenantManager.setSecondaryUserStoreConfig() already scans that
directory while building a tenant's realm configuration, which is what
makes a file based secondary user store resolvable for a tenant. It now
appends the rows of UM_SECONDARY_USER_STORE to the same chain, so a
configuration held in the database reaches the realm by the same route.

The read is unconditional. A deployment that keeps every configuration
on the file system simply has an empty table, and a database that has
not been brought up to date yet is skipped at debug level so that
tenant loading never fails because of a missing table.

Load configurations into the realm chain
core/org.wso2.carbon.user.core/src/main/java/org/wso2/carbon/user/core/tenant/JDBCTenantManager.java
setSecondaryUserStoreConfig loads database configurations after file-based configurations. It parses stored XML, sets the tenant ID, and appends valid configurations. It skips domains already in the realm chain, null streams, and configurations that cannot be built. SQL errors are logged and ignored. The caller retains ownership of the connection.

Merge Risk: 🔵 Low · up to da0fc

Tenant loading can continue when the new table is absent, but transaction cleanup on that path has not been confirmed for every supported database. This is a bounded follow-up rather than an established merge blocker.

Security architecture risk: 🟡 Moderate · up to 517b0

Tenant filtering and existing configuration validation are preserved. However, the new persistent configuration is not covered by core tenant-deletion routines, and database failures can leave authentication stores missing or only partly loaded. External configuration-writing controls and upgrade procedures remain unverified.

Retained concerns

  • Medium · security · inferred: The new table has no tenant foreign key or automatic cleanup, while both core tenant-deletion paths and deleteTenantUMData omit it. These routines therefore leave tenant-owned configuration behind. If a tenant is subsequently created with the same numeric ID, the new reader can attach the residual configuration to that tenant. External cleanup could prevent this outcome, but no such lifecycle contract was available.
  • Medium · reliability · observed: The loader links each accepted configuration into the live configuration chain before completing its database read. A later result-set SQL failure leaves those links intact despite rollback; an earlier SQL failure leaves database-backed stores absent. Both cases continue tenant loading with only debug-level SQL reporting. This extends the existing per-store tolerance to shared-database failures without distinguishing file-only compatibility from incomplete activation of database-backed authentication sources.
Security review details

Security Blast Radius

  • inferred — A valid row influences the matching tenant's authentication-store construction on nodes reading that shared database. A writer able to choose arbitrary tenant IDs could target multiple tenants in that database, but no unprivileged row-writing path was established. Database access alone is not evidence of a newly gained privilege over the base deployment.

Security Findings and Attack Paths

  • inferred — The supported lifecycle risk is residual configuration being rebound through numeric tenant-ID reuse. The creation API accepts a supplied positive ID once no tenant currently owns it, while the new reader keys only on that ID. This requires privileged creation or recovery activity and absent external cleanup; it is not a verified tenant-to-tenant takeover.

Trust Boundaries and Controls

  • observed — Tenant-filtered reads and existing class/domain/property checks constrain the database-to-realm transition. Files precede database rows, and the existing consumer rejects later duplicate domains. However, it constructs a candidate manager before checking duplication, so duplicate rejection is not a guarantee against initialization side effects. Writer-side authorization remains outside the available source.

Resilience and Maintainability Implications

  • inferred — Transient database failure or incomplete schema rollout can make nodes initialize different subsets of configured authentication stores without a propagated loading failure. Per-row validation limits malformed-row impact, but does not provide a complete snapshot, retry or recovery contract for database-backed realm activation.

Hardening Proposals

  • proposed — Define and verify the shared reader/writer lifecycle contract: authorized tenant ownership on writes, deletion of tenant-owned rows, safe ID reuse, and explicit schema upgrade/rollback ownership. For database-backed deployments, distinguish intentional file-only fallback from failed activation and publish a completed configuration snapshot rather than retaining a partially appended one.

The framework side of this change is wso2/carbon-identity-framework#8361 — it writes the configurations this PR reads, and registers them with the super tenant realm. That PR depends on this one and should merge after it.

What changed in this PR

This PR lets a tenant's secondary user store configurations be stored in the shared database instead of only as XML files on disk, which better suits clustered/containerised deployments where nodes are replaceable and share a database. It adds a new UM_SECONDARY_USER_STORE table to all nine kernel database scripts and extends JDBCTenantManager to read those rows while a tenant's realm configuration chain is built, appending them immediately after the existing userstores directory scan. The read is intentionally lenient: an absent table (database not yet migrated) is skipped at debug level so tenant loading never fails. The corresponding writer lives in carbon-identity-framework and is out of scope for this repository.

Changes:

  • Add the UM_SECONDARY_USER_STORE table (keyed by UM_ID, unique on UM_DOMAIN_NAME + UM_TENANT_ID) to all nine dialect scripts.
  • Add setSecondaryUserStoreConfigFromDatabase() and a buildUserStoreConfiguration() helper to JDBCTenantManager that build realm configs from the stored XML and append them to the chain, setting the tenant id explicitly.
  • Add the GET_SECONDARY_USER_STORES_SQL query constant to TenantConstants.

- The path handed to UserStoreConfigXMLProcessor hardcoded a forward
slash. The processor splits it on the platform's file separator and
requires the last segment to match the domain, reading underscores back
as dots, so on Windows the path was never split and every database held
store was rejected with a domain name mismatch. Uses File.separator and
the same dot to underscore convention the file based path writes with.

- The new read opened its connection straight off the datasource while
every other access in the class goes through getDBConnection(), which
routes via DatabaseUtil and turns autocommit off. It now follows that
convention, commits, rolls back through DatabaseUtil on failure and
closes through closeAllConnections() in a finally block.

- informix.sql created the table without IF NOT EXISTS, unlike the other
eight dialects and the KEY_STORE table above it in the same file, so
re-running the script against a database that already had the table
  would fail.

A domain can exist both as a file under the tenant's userstores
directory and as a row, which is the state a migration passes through.
The directory was read first and the row appended after it, so the realm
rejected the later configuration as a duplicate domain and the database
held one was discarded with nothing to show for it.

Rows whose domain is already on the chain are now skipped, leaving the
chain as the file system built it.
setSecondaryUserStoreConfig runs inside getTenant and getTenantRealmConfig,
both of which are holding a connection of their own at the time. Taking a
second one from the same pool while the first is held lets concurrent
tenant loads wait on a connection they can only get once another load
finishes, so a bounded pool stalls them.

The caller's connection is passed down and the read borrows it. The
caller keeps ownership: it commits, rolls back and closes as before, and
only the statement and result set are closed here.
