Purpose

KeyStoreGenerator creates the keystore of every new tenant with a hardcoded RSA-2048 key. Tenant flows such as OAuth/OIDC (tenant JWKS) and SAML sign with this key. Some deployments must use keys of different size bits for non-super tenants.

This PR makes the key algorithm and key size configurable for newly created tenants.

Related issue: wso2/product-is#28544
Depends on: wso2/carbon-kernel#4643

Approach

  • KeyStoreGenerator.generateKeyStore() reads the key algorithm and key size from KeystoreUtils ([keystore.tenant] key_algorithm and key_size). It reads them before it creates the keystore. An invalid value fails with the validation message, and no keystore is persisted.
  • KeystoreTenantMgtListener.onTenantCreate() still wraps the error in StratosException. The message now includes the cause, for example: Error when generating the keystore: Invalid key size '1024' configured in Security.TenantKeyStore.KeySize ([keystore.tenant] key_size). The key size must be a multiple of 1024 between 2048 and 8192.

Configuration:

[keystore.tenant]
key_algorithm = "RSA" # optional, default RSA. Only RSA is supported.
key_size = 3072         # optional, default 2048. A multiple of 1024 between 2048 and 8192.

Backward compatibility

  • Default behavior is unchanged: RSA-2048. The setting applies only to tenants created after it is set. Existing tenant keys are not changed.
  • An invalid key configuration fails tenant creation. It does not fall back to a smaller key. TenantMgtImpl.addTenant does not roll back when a listener fails (existing behavior). So when a tenant is created through the tenant management API, the tenant record stays, deactivated and without a keystore, and must be deleted before retrying.

📝 Summary

Summary

  • Configure the key algorithm and key size for newly generated tenant keystores. The settings default to RSA and 2048 bits.
  • Include the underlying keystore error message when tenant keystore generation fails.
  • Add TestNG and Mockito dependencies and tests for generated keystore properties, configuration validation, and tenant creation behavior.

Test execution results were not provided.

Tenant keystore generation now reads the configured key algorithm and size before generating a key pair. Configuration lookup errors are wrapped in KeyStoreMgtException. Tenant creation logs and throws an error message that includes the underlying keystore exception. The pull request adds TestNG and Mockito test dependencies, configures Surefire to run the suite, and adds tests for key generation, invalid settings, certificates, and signatures.

Priority: ⬇️ Low

Merge Risk: ⚪ Minimal · up to 48270

The updated Kernel dependency provides the APIs needed for configurable tenant keystore generation, resolving the identified build concern. No actionable merge risk remains in the reviewed changes.

Security architecture risk: 🔵 Low · up to 48270

Configuration errors can leave incomplete tenant records that require explicit cleanup before retrying. Validation occurs before keystore creation, limiting partial key state, but compatibility of the broader dependency update is not fully established.

Retained concerns

  • Low · reliability · observed: Invalid key configuration now fails provisioning after tenant identity and registry state have been persisted, without compensating cleanup. Correcting configuration alone does not permit ordinary recreation of the occupied domain; explicit deletion is required, and the inspected administrative deletion path is policy-gated. The rollback deficiency predates this PR, but configuration rejection newly reaches it where the base generated RSA-2048 keys. Validation prevents partial keystore creation, and the failure skips explicit tenant activation, limiting the security impact.
Security review details

Security Blast Radius

  • inferred — An invalid deployment-wide tenant-key setting can affect successive new tenant creations using this generator, rather than one caller-selected key. Existing tenant keys are outside the stated generation-only change. The separate shared kernel upgrade has broader dependency reach whose complete runtime effects remain unverified.

Trust Boundaries and Controls

  • observed — The inspected tenant-management API path validates a super-tenant registry context before creation. Key parameters enter through configuration accessors, not newly added request arguments, and keystore identity remains derived from the tenant manager. This bounds the observed path; it does not establish authentication behavior for every external provisioning entrypoint.

Resilience and Maintainability Implications

  • observed — Failure containment is asymmetric: invalid settings prevent keystore creation and skip explicit activation, but do not roll back earlier identity and registry changes. The ordinary persistence path rejects an occupied domain on repetition. Existing deletion can remove registry and tenant state when permitted, but is not coupled to failed creation.

Hardening Proposals

  • proposed — Validate tenant-key configuration before tenant persistence, or during deployment configuration validation, while retaining generation-time enforcement. This would reject invalid policy without reserving tenant identities and reduce dependence on policy-gated manual cleanup.

Update the Carbon Kernel dependency before merging.

With the default carbon.kernel.version of 4.10.108, KeyStoreGenerator.generateKeyStore() calls KeystoreUtils.getTenantKeyAlgorithm() and getTenantKeySize(). Neither method exists in that version, so the module cannot compile and the new tests cannot run. Pin a published Kernel version that contains both methods, or coordinate an explicit supported dependency override with the prerequisite Kernel PR. (github.com)

The tenant keystore key pair was always generated as RSA-2048. Read the key
algorithm and key size from [keystore.tenant] key_algorithm and key_size
through the shared KeystoreUtils getters in carbon-kernel. The default stays
RSA-2048, and the setting applies only to tenants created after it is set.

An invalid value fails the tenant creation with the validation message,
before any keystore is created. It never falls back to a smaller key.

Add a TestNG and Mockito test setup to org.wso2.carbon.tenant.keystore.mgt,
with test dependency versions managed in the root POM. The tests generate a
real keystore in memory and check the key size, the validation of invalid
key configuration, the certificate signature algorithm and the self-signed
certificate.
