From 2026-11-02, GitHub blocks workflows that the pull_request_target event starts in public repositories, unless an Actions event policy allows the event. See https://docs.github.com/en/actions/reference/security/securely-using-pull_request_target#default-policy-for-pull_request_target

The Dependabot workflow keeps pull_request_target. It never checks out or runs code from the pull request. This repository now has the Actions policy "Allow pull_request_target for the Dependabot workflow" (Settings > Actions > Policies). It allows the event for .github/workflows/dependabot-update.yml only. The x2od organization is on the free plan, and an organization policy needs the GitHub Team plan.

  • Rename the workflow to "Dependabot on Pull Request".
  • Explain the default policy and the allow policy in the workflow comments.
  • Remove the stale comment that says this repository is private.
  • Give the workflow template the same name and the same policy note.
  • Update the caller rules in the reusable workflow comments.

The Dependabot workflow keeps pull_request_target. It never checks out or runs code from the pull request. The x2od organization Actions policy "Allow pull_request_target for the Dependabot workflow" allows the event for .github/workflows/dependabot-update.yml in every x2od repository.

- Rename the workflow to "Dependabot on Pull Request".
- Explain the default policy and the allow policy in the workflow comments.
- Remove the stale comment that says this repository is private.
- Give the workflow template the same name and the same policy note.
- Update the caller rules in the reusable workflow comments.

The x2od organization is on the free plan. Organization Actions policies need the GitHub Team plan, so each public repository has its own policy named "Allow pull_request_target for the Dependabot workflow". The comments now point to that repository policy.
