fix(backend): accept the old camera token audience until 2027-01-31 - #452

Prod still runs 0.5.0, which only accepts relab-rpi-cam-relay, and r9cam main now signs with r9cam-relay. Accepting both lets the backend and the Pis be upgraded in either order, so paired cameras stay online. - Changelog and the camera guide drop "pair again": Docker installs keep their credentials, and native installs can move the file instead
- A Python minor bump has to move .tool-versions, .python-version, ruff's target and the Docker images together, so it no longer automerges with the weekly group - Track the plugin release under its new name, CMLPlatform/r9cam
