test(o63): fix main Windows CI (rebase onto 93ef58a9)

Summary

Rebase of #73 onto current main (93ef58a9, post-#85). Same O63 Windows CI fixes; no O76 hooksPath duplication (#78 already on main).

Branch: fix/o63-windows-ci-v2 @ e93e2afa (10 commits cherry-picked cleanly onto 93ef58a9).

Supersedes #73 (fix/o63-windows-ci @ b784cc19, base was b8a4e4b9).

What's included

• Skip pty-driven first-run e2e on win32
• Fix sourceDir / trust-store / background-exec / dpkg sim path issues for win32 CI
• hookShell: win32 cmd /d /s /c + windowsVerbatimArguments for quoted hook paths (distinct from O76 core.hooksPath=NUL)
• Goal verify via acceptanceShell for quoted MOSS_GOAL_VERIFY_CMD

Out of scope / not duplicated

• O76 core.hooksPath=NUL for untrusted win32 workspaces — already on main via fix(o76): always inject core.hooksPath=NUL for untrusted workspaces on win32 #78

Test plan

• Check green
• Windows Test (node 22.16 + 24) green
• Ubuntu / macOS still green
