This PR updates the METIS_ROOT and PARMETIS_ROOT paths for dev_polaris_1.2.0. It also makes a fix for these variables after the intel compiler rename on Aurora.

Testing`frontier` w/ `craygnu-mphipcc`

Turns out E3SM-Project#8594 is only an issue for the MCT driver. We are able to build datm with craygnu-mphipcc` using the moab (default) driver:
