Exclude readers while compacting the property area.

When set_quiet() shrinks an existing long value, it stores the unchanged serial before calling compact(). Compaction moves allocations and updates their offsets. read_value() accepts its result when the property serial is unchanged, so a concurrent reader can return an inconsistent value. PropArea permits shared access under a single-writer-only contract, which does not exclude readers. Run compaction only when readers are excluded, or synchronize relocation with readers.
