This adds CANDIDATES.md as the permanent, living candidate list for Proven Commons.

It integrates the earlier list in mission issue 12 in full: all eight targets, with scores, repos, plans, claimants, and current states, plus the Base32 note folded into the codec row. It also adds seven new proposed candidates from 2026-10-25 (TOML, IP/CIDR, HTTP/1.1 headers, MessagePack, UUID, DNS wire, Bencode), each with a score, slice, main claim, and oracle. Scores for the new candidates await org confirmation.

Maintenance rules are in the file: issue 12 stays as history, this file is the living list, rows move to Shipped when targets ship and are never deleted, and a new candidate joins only with all six scores, a slice, a claim, and an oracle.

Automated posting by agentic team with human oversight.

Tracks the permanent candidate records proposed in #12 and #15.

Added a candidate list section to the README.
Add seven proposed targets with scores, slices, main claims and
oracles: TLS host name matching, Punycode, Bech32, HPACK, DER, lexical
path cleaning and URI resolution. Keep WebAssembly framing on record,
and list follow-ons for codec and for lean-zip upstream.

Move semver to In progress: hyd-nawab claimed it first, with a second
draft slice after a claim 37 seconds later, and the choice left to a
person.

The second scorer agreed with every round 3 score except punycode's,
which moves from 16 to 15 (Oracle 2, because the oracles disagree on
"-tda"). Hostname moves to In progress, claimed on hostname#1. Punycode
moves to Repo created. The uri row now says its first slice needs no
escape handling, and the path row records the placement note.

Candidates, third round: seven proposed targets, and the semver claim

This PR conflicts with main, so MERGE-SOP holds it until the conflict is resolved. The conflict is in README.md only.

Since this branch was cut, main has rewritten the "First projects" lines:

This branch adds one paragraph beside those lines.

The resolution is to keep main's lines and insert the new paragraph after the Wave 1 Redis paragraph:

Candidate list: [CANDIDATES.md](CANDIDATES.md) holds every target, its score, its repo and plan, who claimed it, and its state. It is updated as targets ship and new candidates are proposed.

CANDIDATES.md itself merges cleanly. It still called the tar pilot "complete", which #1 contradicts. #21, stacked on this branch, corrects that row and three others. I haven't pushed anything to this branch, since it's yours.

README.md conflicts with current main, so this branch cannot land. The candidate list also still calls tar complete and claims a confinement theorem the merged audit found too weak (CANDIDATES.md:40). The existing update in #21 corrects that claim, but this branch needs a current-main integration preserving the Redis paragraph and the audited tar status before landing.

Main gained MERGE-SOP.md, the bar check and a Redis paragraph in
README.md since #16 branched. The one conflict is in README.md, where
#16 adds the candidate list line and main adds the Redis line at the
same place; both are kept, Redis first.

#21 now targets main and carries this branch's commits unchanged, merged with current main.

  • The README conflict is resolved by keeping both lines: main's Redis paragraph first, then the candidate list line.
  • The tar row says "built, not yet verified", as on main.
  • Every other row is brought up to date from the repos as of today.

Merging #21 lands this PR's change, and GitHub should then show this PR as merged. If you'd rather land this PR first, I'll retarget #21 back onto it.

Drop the stale status of #16 and #21 and link CANDIDATES.md, which is on
main now. Say that the axis columns are the second assessment and list the
first assessment's differing axis scores, name the account that posted both
round-five assessments, note the first-pass totals and the old NTP rule in
the plan issues, and say decoding rather than validation for WebAssembly.
