Move Compose JSON state classification into a small Python module so the shell only orchestrates Docker commands. Preserve running, stopped, absent, and unavailable states; add 7 parser specifications covering arrays, single objects, newline-delimited output, and malformed data. Local verification: 158 specification tests passed, 1 ZIP test skipped; Bash/Python syntax and diff checks passed. This also updates the open v1.1.3 release PR after merging to develop.
