Keep pasay-governance.md in the default context.
project_rules.md:1-16 defines .trae/rules/pasay-governance.md as an alwaysApply hard-safety layer. This line classifies every .trae/rules/* file as on-demand, so an executor can skip that layer during a normal session. That can remove safeguards such as the no-auto-merge, no-production-deploy, and secret-handling rules described in project_rules.md:135-167.
Keep an explicit default-loading exception for .trae/rules/pasay-governance.md. Load the remaining legacy rules on demand.
This follows the authority chain defined in project_rules.md.

Superseded by #109 after #100 Clean Rewrite merged into
feature/telegram-ui-v2. This PR was based on pre-#100 commit14ae614b; do not merge/rebase it. The same low-risk AGENTS context-chain optimization has been reapplied cleanly on the post-#100 baseline in #109.
