Goal

在 #100 Clean Rewrite 合并后的真实基线继续 PASAY/OpenCode Token 与 Context 优化，移除旧 TRAE / handoff / architecture freeze / Milestone 文档的默认加载诱因，同时保留永久业务与工程安全真相。

Current-state correction

#100 已合并并成为新的代码基线；旧 opencode-review.yml 已不在当前 workflows 中，因此旧 #107/#108 不应继续硬合并。本 PR 直接从 #100 后的 feature/telegram-ui-v2 创建。
