Description

Replace the unreleased 107-qubit Cepheus snapshot with rigetti_cepheus_108, a 12-by-9 grid with CZ gates. Add device architectures and gate constraints to the parameter guide. Shorten the upgrade notes and docstrings.

The model documentation comes from #1027. The shared naming rule is in templates #477.

Validation: docs build and lint passed after the prose cleanup. Earlier implementation checks passed: 580 tests on Qiskit 2.6.0 and 206 target tests on Qiskit 2.2.3. The docs build has eight existing warnings.
