Changes

One allocation history and one execution graph. Scope proposal-governance review measurements apart from paired code review. Reconcile conversation nodes in the same graph without rereading unrelated proposals. Preserve materialized invalid historical components, block their ready nodes, and refuse quarantine if any assignment remains active. Unmaterialized invalid accepted decisions and TreeDX outages still fail closed.

Verification

• Local SDK staging overlay: API 1236 tests pass, 20 existing skips; build:dist and architecture checks pass. Concurrent graph-revision retry and invocation-binding focused tests pass.
• Real Kata guest smoke passed after scoped conversation activation.
• Read-only live graph reconciliation passed. BZ stopped on estimator validation and concurrent graph-revision conflict; CA stopped on one-check clock recovery; CB stopped on missing invocation binding. Their exact assignments remain in Platform #520. No golden pass claimed.
• GitHub verify uses older published SDK lacking the staged viability-floor contract. Do not merge until compatible checks pass; no replacement RC before local acceptance.

Risk and rollback

Revert this PR and rebuild API in development mode; immutable TreeDX content and historical assignments remain unchanged. No manual graph, DB, policy, or assignment-duration mutation.

Completion summary

Local package gates and graph plan pass; invocation admission guard needs live activation and golden read-back. CI still depends on unpublished SDK viability-floor contract.
