feat: use Pipeline 9 as the default autorouter

Use Pipeline9 for the implicit local default and autorouterVersion="latest", while preserving explicit beta_pipeline7 selection. Update @tscircuit/capacity-autorouter to ^0.0.876, including the connected-pad repair fix in tscircuit/tscircuit-autorouter#2390.

Component-owned footprint copper without a source trace remains a fixed obstacle rather than a preloaded route. The solver selector is shared with cache diagnostics so reported and selected pipeline versions agree.

Refreshed the affected PCB/autorouting snapshots, including the BGA36 pad-entry fixture. The overall PR now changes 36 snapshots. Both snapshot workflows use Bun 1.4.0, matching normal CI, and preserve generated snapshots when unrelated tests fail.

Validation:

• 34 focused selector, cache, capacity-mesh, and breakout tests pass on the merged branch.
• The BGA36 pad-entry fixture passes its connectivity/DRC assertions with the published release.
• Package build, type checks, and the distribution smoke test pass.
• All 11 snapshot-update targets pass in focused Linux runs.

This remains a draft: full CI still reports the previously identified Pipeline9 differential-pair length-skew and large imported-region/copper-pour timeout regressions. Some snapshot comparisons also differ in the full suite despite passing in focused Linux runs. A separate cleanup for collinear trace spurs is in tscircuit/tscircuit-autorouter#2396 and is not yet included in the published dependency used here.
