Show explicit recovery controls after a remote thread session cannot start. Classify stable provider error codes first, falling back to legacy text only when no code is present. Store prompts by relay, signer, agent, channel, and canonical thread.

An ending session offers Check session and waits for an ended result before offering recovery. Hide checkpoint recovery when no verified checkpoint exists. Capability lookup failures show Retry and Dismiss; unsupported providers do not show lifecycle controls.

Validation: 28 targeted recovery tests passed, including eight rendered states. The full desktop runs passed 6,844 ordinary tests and 164 JSDOM tests.

This layer exceeds 1,000 changed lines because the prompt store, tenant fencing, error classifier, and rendered actions must agree on the same recovery state. Keeping their behavior tests in the layer prevents partially connected controls from being published.

Final integrated checks passed: ACP/provider/reaper tests and Clippy; 3,451 native desktop tests (19 ignored); native Clippy; desktop TypeScript and lint; root security; and file-size checks. The frontend run passed 7,008 tests before the final type-only extraction and test formatting. Repository-wide just ci and GitHub CI are still running. No human runtime acceptance is claimed.
