Package: eslint 9.39.4 → 10.13.0 (major)

Was blocked by neostandard@0.13.0 peering eslint ^9.0.0; cleared by #8976, which also dropped eslint-plugin-react — that package caps at ^9.7 with no eslint 10 release, and would otherwise have been an unresolvable upstream block.

Two code-level breaking changes, both already landed ahead of this PR:

  • /* eslint-env */ comments became hard errors — removed from three subscriber specs (already redundant, the config sets globals.browser for those paths)
  • new-cap now flags new first.constructor(...) — assigned to Ctor first

Rest of the plugin graph already accepts ^10.0.0: @typescript-eslint 8.71, eslint-plugin-vue 10.11.1, eslint-plugin-import-x 4.17.1, vue-eslint-parser 10.4.1.

No advisories. 10.13.0 published 2026-10-16 (4d); the 10.x line has been out since February, so it's well-settled.

CI: green, 11/11.

Decision: approving for merge. Unblocks #8779 (eslint-plugin-cypress 7, peers eslint >=10).
