Updates Kiota’s Ruby runtime dependency metadata and integration-test requirements to 0.25.0, pending the runtime release.

Moves the Ruby dependencies in
appsettings.jsonand the IT Gemfile to the 0.25.0 runtime gems, and regenerates the lock. The Ruby IT passes on all 20 descriptions against the published 0.25.0 gems.
