🔴 Linux release blocked by stale license map
With the new Cargo.lock, snapshot fails because the Rust license map still records the previous lockfile hash. The Linux build cannot produce release artifacts.

The Linux release workflow calls snapshot before building artifacts. That snapshot runs the Rust notice audit, which compares the current lockfile with the pinned cargo_lock_sha256 in the Rust license map through generate. The workspace version bump changes Cargo.lock, but the pinned map still has the old digest, so the snapshot exits before either Linux build starts.
Example: The current Cargo.lock hashes to a2b5e0b3c17b8e59888d94a9349ba34c07ef319e6463ec5a8dbb6a28cf974766; the map records 4ffce72575310998c696de563c4cf71b4d66ea946cc78572e7122f22231b79bd. The snapshot rejects the 0.2.1 checkout instead of producing its source tree.
Recommended fix: Regenerate packaging/linux/rust-license-components.lock.json against the updated Cargo.lock and validate the map using the release snapshot path. Keep the hash check intact so a genuinely mismatched binary remains blocked.

🔴 Web CI blocked by stale lockfile
After @convt/web becomes 0.2.1, bun.lock still declares it as 0.2.0. The frozen install in Web CI rejects the mismatch, so web checks never run.

Bun's lockfile records the versions of workspace packages as well as external dependencies. The PR changes the versions of @convt/web, @convt/desktop, and @convt/cli, but workspace records retain 0.2.0. The Web CI install and the version-packages workflow both use bun install --frozen-lockfile. A frozen install cannot reconcile those changed manifests and lockfile records.
Example: @convt/web is 0.2.1 in its manifest and 0.2.0 in bun.lock. Web CI stops at the frozen install rather than building the website.
Recommended fix: Regenerate and commit bun.lock after versioning all three package manifests, as the root release:version command already does, then verify bun install --frozen-lockfile.

The three package versions are now 0.3.0, but bun.lock still records 0.2.0 for @convt/desktop, @convt/web and @convt/cli. This is non-blocking, but anyone reading the lockfile gets the previous release's versions.
Regenerate bun.lock alongside these bumps, as the existing release:version command does. Issue confidence: 5/5.
